Removes juveniles from numerous provisions relating to court fees; provides that fees & court-ordered costs previously ordered to be paid are unenforceable & uncollectable; provides for reinstatement of driver licenses suspended for failure to make specified payments.

Specifies to rehabilitate offender to transition back to community successfully is one of primary purposes of sentencing; reduces minimum sentence that must be served by defendant from 85 percent of sentence to 65 percent, etc.
