Oakland, Windermere municipal elections' qualifying periods open

The towns of Windermere and Oakland are slated to hold municipal elections March 10, 2026, with three seats apiece up for election.

In Oakland, Seat 1, currently held by Commissioner Kris Keller; Seat 3, held by Commissioner Sal Ramos; and Seat 4, held by Commissioner Joseph McMullen are up for election.

Keller was the "people's choice" candidate, nominated to the commission after longtime Commissioner Rick Polland resigned last December. Ramos, who has served as a commissioner since 2015 and vacated his seat to run for mayor in 2023, was re-appointed to the commission after losing that hotly contested race to Mayor Shane Taylor. Anne Fulton, who led a recall effort following Ramos's re-appointment to the commission, has filed to run against him. McMullen, a target of the recall effort, has served on the commission since 2006.

There are two ways candidates can qualify to be on the ballot in Oakland: by collecting 100 signatures from Oakland residents, certified by the Orange County Supervisor of Elections, or by paying an election assessment fee of $105.99 ($100 qualifying fee plus a $5.99 state assessment equal to 1 percent of the commissioner annual salary of $599).

Signature collection, which has been underway since 8 a.m. Nov. 17, ends at 5 p.m. on Dec. 2. Qualifying via fee begins at 8 a.m. Dec. 3 and runs through 3 p.m. Dec. 8.

In Windermere, the seats currently held by Mayor Jim O'Brien and Council Members Loren "Andy" Williams and Brandi Haines are up for election.

O'Brien, who succeeded Windermere Mayor Gary Bruhn in 2019, has been unopposed in each of his elections and is now in his third term. Williams, a fifth generation Windermere resident who has been on the council since 2018, has also been unopposed in his races. Haines was nominated to replace Council Member Molly Rose who resigned in 2023. This will be her first election.

The qualifying period runs noon, Dec. 10 through noon Jan. 9. Candidates need to collect 25 signatures from Windermere residents, certified by the Orange County Supervisor of Elections, and pay a $25 filing fee.
